Item upgrades are a way to increase the stats of an item. Based on the type of upgrade, it may boost an item's Mark Level or Rarity, as well as boost other stats.
The process of upgrading equipment in The War Within requires a set number of Flightstones and Crests, and each item comes with an upgrade track. Each upgrade increases the cost of the following one by a certain amount.
Item Level
When an item is upgraded, its base stats increase in value. This is the sum of all of its leveled up perks (attack magic attack, attack defense). Upgrades can be expensive depending on the person you hire and what you do. This is due to the number of perks that have to be altered to upgrade an item.
It is also used as a gating requirement while waiting for dungeons, raids and scenarios. It is also used as a gating requirement while queueing for dungeons, scenarios and raids, and to limit the amount of PvP gear that a player can wear (since PvP is capped at the lower levels). The average level of an item is listed on the character sheet.

On your PC, you can check the level of the item by pressing ALT or by using the left stick on XB1 or PS4. This will show the full item description, including its level. You can also locate it by hovering over an item and typing /itemlevel in chat.
There are several theories about how the item level calculation is made. One theory is that the level is a numerical value derived from a formula that determines the value of an item's stats are worth. It takes into consideration that different benefits are valued differently and that gems in the sockets increase the value of the item. This can result in a calculated value for the item's ilvl which is usually quite close to Blizzard's actual level of the item.
It's not the only factor that affects the ilvl of an item. The location of where the item was dropped may change its stats. For instance, it could increase the item's haste or crit rating. This means that items dropped at higher levels will have higher value than items dropped in lower-level instances.
Item Stats
The stats of an item can be the difference between a good or bad item for players. The game uses a lot of them in different ways to encourage players to play with a variety of weapons, and prevent one weapon from being "the most effective." The base stats of a weapon are increased by the weapon's stat mods, which are themselves increased by the player's skill.
The upgrades to an item can boost its stats. The rarity of an item determines its cost of upgrading. For instance, a gray or white item can only be upgraded once, while items with rare tiers can be upgraded many times with higher prices.
Affixes can also be used to alter the stats of an item. These are special stat boosts that can be added to an item by the player and they come in all sizes and shapes. Affixes are used to give items extra damage or special abilities (such as the ability to revive dead or reduce cooling downs), or to differentiate them by naming them.
All affixes can be currently re-rolled by selecting them in the upgrade window pressing the green button. This will cost a certain amount in gold and other items. They can also be used as upgrade gauges similar to other rerolling methods.
Players can upgrade an item to specific stats, or reroll attaches. The stat ranges are determined by the item's level. However every item will include at least one stat within that range unless they are a unique item level upgrade, or the item is a God Roll from a boss in a raid.
Another thing that could be changed is the possibility to upgrade item equipment without having to reroll the attachments, or pick which stats to boost. Like the base equipment, this must be done per item and the item comparison interface will not show all possible stats at once.
Item Luck
The Luck stat of a player can increase the chance of finding items and the properties that are spawned by loot and the strength of these properties. It does not, however directly affect damage or the ability to upgrade items. It gives players an opportunity to get better gear earlier in the game. This is especially beneficial in early game runs because players tend to put defenses and weapon scaling over raw damage gains.
Luck can also boost the likelihood of upgrading items at the Blacksmith. This is not to be confused with the Blacksmith’s overall upgrade chances, which increase with each level of the item. It is also possible to be enhanced by using anti-materials, such as the Scroll of Strength and a Jewel of Blessing.
Armor, shields and weapons can spawn or be crafted by using the Luck property, which has an initial value of 40. These items can be augmented with golden ingots or spined leather (depending on the type of material) to add another 40 luck or to increase the Luck of an item up to 140.
Additionally some items, such as the Hollow weapon that is infused with hollow, can be equipped to boost the damage of any damage-dealing skill by 5percent. These items are available in the shop or crafted with the right ingredients.
Item Failure
Not all upgrades work. However, there are some cash shop items which allow players to increase their chances of success or even prevent themselves from losing an item if the upgrade item fails.
The rate of success of an upgrade is displayed in the Honing UI. The percentage indicates the probability of successfully upgrading an item. This can be increased by using Additional Materials or Special materials. There are limits to how much the success rates can be improved and the chance of an upgrade failing cannot exceed 100%..
The success of an item upgrade is also affected by the luck of that item. All items have an average success rate of 25 percent, and each item with Luck increases this chance by 5percent.
Note that item upgrades are rendered above the inventory items, so enchantment glint and other effects can be obscured by the overlays. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
